- The President’s Task Force on Puerto Rico’s Status issued its first report
acknowledging that Puerto Rico does not have a permanent status,
remains a territory of the United States under the plenary power of
Congress, and that the only status options available under the U.S.
Constitution are: the current territorial status, statehood, and
independence (with or without free association). It also recommended the
approval by Congress of a plebiscite – December 2005.
